hidden dns nameservers setup

Hello Everyone
I just started to Offshore hosting business, But I am confused, to see that shinjiru.
Because their Nameservers IPs and Cpanel IPs are totally different.
So I want to your help, to setup this type of system.
Can anyone please help me on this ?
