<p>Location: Flexible, but prefer stable network and upstream</p>

<p>Budget: $5/month max, paid monthly (no annuals)</p>

<p>Use case: Light dev workloads, no abuse, no crypto, no torrents</p>

<p>OS: Debian/Ubuntu preferred, but flexible</p>

<p>Billing: Monthly only — no upfront annuals</p>
