    Most les/ogf providers leasing ripe ips will be paying around 35 euro cents an IP/month. Although web horizon seems to be using afrinic IP addresses in Poland? https://bgp.he.net/net/41.216.186.0/24#_whois

    Yes. I think it works out cheaper to do bgp announcement yourself though using software router on each hypervisor if you are going to use more than one prefix.
