If you mean adding extra space to plans by itself no, the plans can't be customized.

Any promotions won't make any difference. It was unmetered for a while, but I've found offering unmetered in Asia region isn't possible solely due to the extremely huge about of abuse (in terms of wasting bandwidth through proxies/tunnels, people only ordering the smallest plan and expecting to push >1Gbps 24/7, terms of service abuse reasons, people complaining about not being able to get 10Gbps to china, etc.) Having the 5-20TB bandwidth limit will prevent all of the concerns for me.
But as it mentions there if there's a legitimate use case and you hit 90% of your bandwidth allocation just open a ticket and I'll add more if the use case if explained.
