A invoice is gererated beforehand and you have to pay it in order to proceed with the migration. If it fails, the fee would be added to you account balance and you'll only need to try another location and pay with that.

You should have $3 in account credit and then do the transfer. If transfer fails it will not charge your account credit. Of course you could do it without account credit and then it will bill you, but IMO there could be more issues this way.
Your service was suspended for breach of terms of service. Generally this means you have other services, on this account or other accounts, that have resulted in the suspension of all associated services. It is not appealable. Assuming this is one of the $0.25 suspensions I did today, it means if you contact us I'll just also do it to your other account(s) so the best move is to not bring attention to yourself unless you genuinely believe you didn't get caught red-handed.
So many people think it's a good idea to do multiple accounts for a deal that's clearly meant just for one, maybe you did multiple accounts for some other reason but it really doesn't matter. For these this is the only end result. That reminds me, time to do the rest.
