    Bulgaria is generally a comfortable country to host stuff in, great connectivity, many datacenters and for the most part lax regulations. Ignoring DMCA is still fine there, there were some "changes" in recent years but at the end of the day it didn't do much, it only applies to individuals living in Bulgaria and not people hosting there. RARBG closure was related to it, however it was because their staff was from Bulgaria, their infrastructure was hosted in Bosnia from what I remember.

    Like in many European countries, USA has little to say in terms what can be hosted there.

    That would be pretty slow. Many dedi providers will not care about DMCA from torrents.

    The thing is Bulgaria is EU and everything which applies to other European countries applies to Bulgaria as well in terms of law and freedom so, i'm afraid you'd have to dig deeper for freedom of speech and privacy.

    Nah, not really. It all depends on what "profile" you operate on, different countries enforce their laws at different "scale" and for different things. Currently the biggest threat to freedom of speech is not the Govt, but transit operators playing Internet moderators. You don't have to be shut down by the Govt or the hosting provider, but for example RETN will tell you to move your shit elsewhere or they are going to nullroute your subnet.
    Something being "in law" doesn't mean its being enforced. Laws aren't as important as enforcement of them, is all I can say :)

    Hosting providers operate in a different "scheme" and are given legal responsibility protection, its not their job to enforce laws when not communicated through correct channels. As long as the Govt doesn't enforce their shit, nobody else will.

    This is the reason why "exotic" countries are so attractive, they often have similar laws to more "developed" countries, but they simply aren't being enforced. Then there is geopolitical aspect, even if one country enforces laws for doing something, as long as you don't do it to "your own people", you are good to go. Even Russia has copyright laws, but as long as you don't cross your lines with local trademark holders, nobody will give a shit.

    Every country can be a "heaven" to your type of hosted content, it always depends on what it is and who it may piss off. Offshore providers are usually a great way to protect yourself from USA interference in your operations, but if you dig deeper you can find providers suitable for "pissing off" more states. Laws pushed by European Union (Brussels) are rarely respected by member states, especially in Eastern Europe. We fought Nazism, we fought communism and we will fight EU overreach in our people business and quality of life. Every independent nation should be only regulated by itself, no other foreign agency, organization or "union" should be able to "make the rules".

    I'm familiar with how Govt requests and seizures are being handled by datacenters and hosting providers having quite a few "insiders" and knowledge from going through countless court orders, legal letters and lawsuits, and even in the Netherlands, no fucks are given about DMCA/IPTV etc. If only you knew how Ecatel/DataOne still operates, they are doing better than ever, it involves lots of shell companies that get sued by copyright holders and are being dissolved shortly after, and that's it lmao. Their IX and transit ports are congested every big football event ;)
    There wasn't any provider that had to hand over servers used for "copyright" shit, Globe datacenter bust some time ago was only because one of the owners ran IPTV service himself, he didn't only host other's.
    As I said, as long as you don't operate or officially facilitate "illegal" (advertising bulletproof etc) content, you are an unrelated 3rd party and pretty much only have to listen to court orders. Its entirely legal in many countries to ignore most of common "abuse" reports, hosts usually solve them under good will not because they are required by Law.

    Don't rely what you see in the news, read on "SEO" articles or see on forums coming from people who have no idea what they are talking about. Always do your own research, it especially goes to operators of services that may "piss someone off". Nothing is A and B, its not that simple.
