The answer would be low performance advisory, so as long as uptime > 10%, it is according to the advisory.

Does that mean BOTH old and new IP's will be active for that grace period? If there's no overlap, how is it a grace period?

BTW there were no message ID or date headers in the message, a few will probably not receive or see it.

It's part of the C1V experience. Just like the "I didn't receive any e-mail" response when you remind this guy of things (tickets/complaints) you've mailed him.

Curious 'bout the new IP range though. How bad the reputation is, and if it isn't, how fast the reputation will become bad.

For a while today, c1vhosting's official website was inaccessible, along with the VPS you purchased from them. This suggests that c1v is truly providing their services on a 'best effort' basis, offering a service level at least comparable to that of their own website
