Indeed, and that seems only the remote 'fetch from URL' facility. WebDAV doesn't seem to be available at all on the free account.

Good question, I'm guessing not, as rclone's access seems to be based on their API. Their FAQ says (of remote upload traffic):
This is the traffic you accumulate when you use Remote Upload or pCloud Save to upload files.
I was planning to add pCloud to some backup routines which were already using WebDAV to other services, but might shoehorn rclone in as an alternative here, I'll easily blow the 15GB in a few weeks and feed back if it stops working.

WebDAV certainly doesn't work for me, but rclone seemingly does, and it appears to use the API.
