The absolute cheapest you can get is probably .ovh and .xyz 1.111B, but honestly I'd rather get a free subdomain from somewhere else. A cheap TLD that is kinda legit (unlike .top and .win and such) is .de for $4-$5 yearly.

Also (I believe) note that you can transfer .SE domain for free between providers so if you are not happy with one you can switch easily.

Typical recommendation: Loopia, Egensajt, Inleed. There are a morbillion of other providers that are less than $30-35. Not sure about IBAN transfer though, maybe you could try contacting pre-sale / support directly.
