I had a Racknerd vps. $16.88 for 1 year, 1 core + 1.5 GB RAM. Worked fine for me. I dont have any issues with it. So hosts like Virmach is allowed on LES but Racknerd is not... well, it's less of LowEndSpirit and more of LowEndPolitics...
