I checked all of my domains in CloudFlare, this only appears on ones that I've previously or actively used CloudFlare email routing on.

Singapore would probably be the most popular non-US/EU location, I have many people that've requested it in the past, but it's hard to offer cheap with no traffic limit which is why I haven't done it…
