Hi,
I'm looking for a VPS + BGP session somewhere in the Netherlands.

My desired specs:

2 CPU Cores
2 GB RAM
10 GB SSD
2 TB Traffic/mo (I usually stay well below 1 TB)
1 IPv4 + /64 IPv6
BGP Session

Budget: around USD 30/year. I'm fine with a reasonable one-time fee for the BGP session.

    TBH with this price you may consider to buy a regular VPS + BGP tunnel

    Also if you decided to buy a VPS + BGP, then it's not a bad idea to find a provider who provides NL-IX port

    No, none of them has. That'd be pretty awesome but also pretty expensive.
