Oracle ARM free server would be enough
We're hosting right now a Minecraft Server for a couple of friends on this instance type (5-15 Players constant online) and it's working well, one downside is the slow blockstorage. I already had also the Idea to do some Projects in the LES community, like a TS3 or Minecraft Server but unfortunatly the Admin's haven't discussed it yet. But I'm in.

You can try changing your VPU settings (unless you've already done that, and it's still too slow...)
Note: anything over 20 VPU (i.e. Ultra High Performance) most likely won't have any effect, as those seem to require multipath support (unavailable on free tier VMs)

Would be interested and happy to help with administration where needed too. Have experience with JVM performance tuning from running MC servers myself.
Also what kind of server? Survival? Vanilla? If so you need to be running plugins to keep people interested otherwise this project will be dead in a week.
Seems like vanilla, nothing was added. Also there are no point of running two separate servers, you can run java version and add bridge to allow connect from bedrock edition https://github.com/GeyserMC/Geyser

Geysermc should also have floodgate installed to handle Microsoft Java authing.

Correct. It is mentioned in Geyser setup on their wiki page

I’m trying to gauge interest so I know how big of a server to get
Are you trying to open a Minecraft host or are you trying to open a Minecraft server?

EDIT: Alternatively, perhaps consider using a RAM disk? (since it's 24 gigs after all :P unsure how heavy the server is, though)

They provide unlimited diks.
Solid State Diks are fast enough for game servers.

You prefer Solid Diks over Hard Diks?
PS: I was going to make a spinning rust diks joke by posting meatspin but that'll probably get my account nuked

Why wouldn't you run then on the same port? One is TCP the other is UDP.

I also strongly recommend enforcing a whitelist with a 2FA method such as this plugin that checks for Discord server membership:
https://docs.discordsrv.com/linking/
There are similar self-service plugins for whitelisting your account as well.
