Kinda obvious, if you buy a VPS, the IP isn't fresh per say, it already has been used.
And given that Virmach already did cheap sales in Tokyo before.
Plus, people can give virmach money, to rotate the IP, so if they get blocked, they just rotate it and the next person is stuck with it.
