A invoice is gererated beforehand and you have to pay it in order to proceed with the migration. If it fails, the fee would be added to you account balance and you'll only need to try another location and pay with that.

You should have $3 in account credit and then do the transfer. If transfer fails it will not charge your account credit. Of course you could do it without account credit and then it will bill you, but IMO there could be more issues this way.

Assuming this is one of the $0.25 suspensions I did today, it means if you contact us I'll just also do it to your other account(s) so the best move is to not bring attention to yourself unless you genuinely believe you didn't get caught red-handed.
