We're aware of the IPv6 issue and are awaiting a response from our upstream. IPv4 isn't a network issue, it's just being saturated at some peak times - so we're looking at the options to increase the network capacity over there. We're also looking at peering to improve the network. By chance, if anyone has peering requests, please email [email protected].

We've had a quote from Combahton and Path, but both are currently out of our budget so we are trying to figure out the situation as we go really. We have a company in mind but they are currently out of stock.
We currently have dual upstreams, so once the switch has been decided we will be able to move our clients seamlessly with no downtime whatsoever.
I think I recall that you have a yearly plan, if you'd like some credit for the issues feel free to DM me and I'll sort it for you.

We're working on a deal with Cogent, it takes time though with back-and-forth e-mails. They also have a 17-day delivery SLA.
