Yes, 4GB and under have 1 Ryzen core, 8GB has 2 Ryzen cores. It should be noted that the cores are dedicated so you can use them at 100% all the time. Since you're new, please consider cores offered by LES providers to be fair share, unless stated as dedicated in their offer threads.
Another one with unmetered transfer and dedicated cores is Wishosting. Latest offer here once again it has only two cores i7-8700 CPU @ 3.20GHz, but you can use them at 100% all the time.
Also going to tag @Calin who is in Romania and might have a small dedicated server at a reasonable price. IIRC he was offering 56TB upload and 56TB download with that dedi.

rdp.sh has 5gbit unmetered for $10. I've actually used that 5gbit to it's fullest for a few months and can confirm it's unmetered.
