Xianyu is China-only, if I recall correctly you need to download the mobile app on your phone. Most sellers will only ship to China so you'll have to use a reshipper like Superbuy or some other platform. Alibaba and AliExpress might ship internationally if you can find a similar listing on those websites. Taobao could also maybe ship.
CPU clock shown in Yabs is the base clock so that's probably why.

Actually, at the moment I am also eyeing other mini PCs such as the Zimaboard (Celeron) and also the one with the Intel N100, maybe I will choose the latter because at a similar price it is more powerful with almost the same TDP. At least that's what Google says.
