  How about a UDP forwarding service, instead of a VPN service?

  China - expensive VPS - cheap VPS
  WireGuard runs between China and (private) cheap VPS.
  The (shared) expensive VPS has good routing to China but only ever sees encrypted traffic.

  Whoever has root on the expensive VPS cannot see plaintext traffic.
  The worst they can do are (1) deleting the UDP forwarding to cause an outage, (2) DDoSing your cheap VPS.
