Naturally you'll need a fair amount of performance to use it, so ultra-low-performance offers won't be as effective (there's always some performance loss).
If you don't have nested virtualization activated, open a ticket and we will move you to a node that does or activate it ourselves. However, almost every node has it.

Do you really need nested KVM? Would LXC work equally as well?
