Here is a VPS running Windows 11 Enterprise, SQL Server database server and SSMS client on the same VPS
That is pushing the VPS to the limit since VPS has only 2.5 GB memory
Similar setup is not possible on Linux based OS running SQL Server and trying to retrieve 5 million rows

Do you disable pagefile / swapfile to prevent excessive IO when you setup your VPS with < 3GB RAM ?
Because Windows tends to write a lot to disk, which must be even more the case with little RAM available.

one member on OGF reached out to me, he was getting not so good performance from his windows vps

Here is what I suggested him
1. Open System Properties:
• Press Windows + R to open the Run dialog box.
• Type sysdm.cpl and press Enter.
2. Access Performance Options:
• In the System Properties window, go to the Advanced tab.
• Under the Performance section, click Settings.
3. Adjust Virtual Memory Settings:
• In the Performance Options window, go to the Advanced tab.
• Under Virtual memory, click Change.
4. Disable Automatic Management:
• Uncheck the box for Automatically manage paging file size for all drives.
5. Select the Drive:
• Click on the drive where you want to set the paging file size (usually C:).
6. Set Custom Size:
• Select Custom size.
• Enter 8192 MB (8 GB) for both Initial size and Maximum size.
• Click Set.
7. Apply and Restart:
• Click OK to save the settings.
• You might need to restart your computer for the changes to take effect.

system seems to be stabilized now...
constantly using 2-3GB RAM with LAMP & no editors
and cpu is just 2-3%
I always recommend using fixed size paging file in windows ... it can make dramatic improvement in performance

Windows 11 Pro needs minimum of 2 GB .... just like Ubuntu Desktop, Linux Mint, and MX Linux

and it is not idle ... but in idle mode it was using 1.7 GB memory

Don't know about Windows Server, but for Desktop, the recommended size of paging file is 1.5 times the amount of RAM.

memory upto 2gb ... do not run windows unless one is expert
memory <= 4 GB ..... 2x size
memory >= 6 GB ..... 1.5x size (max 12 gb)
memory >= 16 GB .... fixed 12 gb size
my laptop with 16gb ram i set 2gb for paging file
my advin vps with 8gb ram also i just set 2gb for paging file
light workload tho
