The whole IP range is also listed in SpamHaus as PBL blocked that cannot be delisted:
45.92.192.0/22 is listed on the Policy Block List (PBL)

It is the policy of ISP that unauthenticated email sent from this IP address should be sent out only via the designated outbound mail server. To find the hostname of the correct mail server to use, customers should consult Technical Support.
Removal procedure
Removal of IP addresses within this range from the PBL is not allowed by the IP netblock owner's policy.
Opened ticket #829524 because I have no clue on what to do... no matter where I look it refers to the ISP...

That is not uncommon (for most lowend providers). Just because outgoing mail is allowed, it does not mean it will be accepted / received.
As the message suggests you should be using a mail relay not trying to send direct. Mail relays such as mxroute and namecrane are not expensive and solve your problems.
The future of sending emails to the likes of Google and Microsoft (I believe), will end up they will only receive for white listed (by them) addresses and likely charge to be on the white list.....

It is not an IP reputation problem here, a whole IP range has been put into SpamHaus PBL by this guy Andrejs Guba maybe many years ago, he probably left the company he was working in when he did this: I contacted him through LinkedIn but he didn't reply me back. In any case: @VirMach should be able to claim his IP range in SpamHaus and overwrite this non-sense.
In the mean time I have spend the last 6 hours to relay through another server. But it shouldn't be the drawback of finding a good deal... or you should disclose it prior to purchase. There's an extra +$10 option to be able to change the IP when ordering but considering the wide range (45.92.192.0/22) I don't think a new IP would have been out of this range ANYWAY.
What a pain... I will think twice before I buy from this LOS ANGELES location again!
As stated and confirmed by @skorous a realistic expectation is to assume sent mail will NOT be accepted by Gmail / Microsoft. If it is that is a bonus.
As far as your (slight) change in emphasis - being blocked in SpamHaus does not stop you sending mail. Does @virmach advertise that you can send mail to Gmail - No. Does virmach care about the block - if it has been there for so long then it must be very low priority.
Afraid I also agree with the comment - the buyer should have realistic expectations.

There is a common rule used in this and other forums 'Don't be a dick'.
I got called out for complaining (without coarse language) about a service being down over a year, and losing a domain I had registered with Virmach. People were acting like it was my problem, not Virmach's. Well, it was Virmach's problem. They acted like I was being a ****. In fact, they were. Using the language you used, you are. I chose to apologize to the group for telling them to mind their own business even though Virmach owned the problem eventually. I shouldn't have had to do that. The people accusing me of falsely judging the situation had nothing to say, even though they should have. Based on that, regardless how you feel, make the apology and accept the situation and the workaround. I had to. I no longer have a domain based on my sir name. I likely never will be able to own it again, because a nefarious actor now has it. Deal with it, or move along, I guess. I get that you're ******, and feel for you. I had to learn a lesson WRT to where to host domains. This is an opportunity for you to learn too. Since that time, I have found @Virmach to be a really well meaning and hard working fellow that has had a lot to deal with, feels bad when things are wrong, but is human, and sometimes, as such, limited in what is possible. How I feel about @Virmach after my situation is 180 degrees off how I felt for the more than a year of downtime and much longer period of many lengthy outages.
@Brayvin : don't mind them, they type what makes them feel better (they don't really understand the problem in its entirety: the fact the PBL listing was made by the ISP owning those IPs in the first place, but this ISP doesn't exist anymore).
We should not care too much about others' POVs, but that shouldn't stop us from answering them.
As for your domain loss: there are many new extensions/TLDs and you could probably rebuild?
Human mistakes can happen (I have done a very BIG one today myself & I really fell like shit)... In any case, at least that error has no impact on human lives (like AIR INDIA) even though a data loss does not kill anyone, it is devastating (very much so to me too, having no backups, anyway I am not here to talk about my life).
The support I am looking in here is the one from @VirMach (because tickets aren't answered + I was warned about this very fact on the sale page). But I really appreciate you stepping in.
A full server service includes a non-listed IP. The IP is listed in some GeoIP DBs to be from the defunct DediPath. I am sure @VirMach will fix (although it might take weeks if not months).
There is a bit of hope, even if @VirMach is inactive, I have just seen this on the SpamHaus website:
NOTE: Exclusions are only valid for 1 year unless the ISP sets a more restrictive policy. If your IP gets listed on another Spamhaus Blocklist, it will automatically be relisted on the PBL.
Hopefully I am closer to the end of that year than the start...

I don't want another one. I had many years of history, and great search engine results. I'm not an expert at this, and will never recover that loss with a different domain.

I'm willing to put up with hiccups now, because I'd rather support a nice person than to have a perfect service.

As a hard reality, you must not assume that it is included unless "guaranteed clean IP for mail" is specifically written in the offer. VirMach provided the IP they promised, and IP reputation management is not included in the service at this price. I think this is a similar case to how it is not specified whether an IP address is reachable from China.

I know nothing of the sort. I know the only person who could fix it - if/when they care to - is Virmach. Your expectation of a guaranteed clean IP that can send email at all in the lowend is unrealistic. On the bright side, the only person it hurts is you so if you want to spend your life miserable who am I to try to correct you.

I would say it is still an expectation issue.
You expect the ISP to fix this or declare the problem - that is their choice and not to be expected.
You expect to be able to send email - well yes you can, virmach is not blocking that, however Google or whoever is dropping the mail due to SH block (you assume). Sending email from your own server is like a nest of vipers where you could be bitten at anytime. Don't expect to send directly, use a relay which is what has been suggested (although you choose to ignore the advice and appear to get pleasure arguing). If you are able to send from your other server then use them as the relay but don't expect high reliability.
Could I suggest taking a look at this thread on LET which is specifically talking about the 'quality of SH'.
I have done you the courtesy of responding and the least you could do is respond politely.
