for domains nearly no provider will just cancel the invoice as they highly likely have fulfilled the order already aka registered the domain which caused them costs.
just because they did not charge in advance means someone should be able to skip that bill after having seconds thoughts.
TL;DR; pay up for what you ordered. (and cancel now, if you don't want to get another bill next year)

There is a cancellation tab under each product in their control panel where you can see the terms for cancellation.
If you are planning to run from the bill, you should ask yourself three questions:
1) Are you within their jurisdictional reach?
2) Do you want to be a customer in the future?
3) Do you want to be registered as a bad payer/customer?
I don't know exactly how Netcup handles non-payers, but I am pretty sure they won't just ignore the cancellation terms.
If they use a service like fraudrecord.com, running from bills can affect your relationship with other providers too.
pay the bill ...since you didn't cancel on time. after you pay then wait 2-3 days and cancel properly so you won't be billed next time.
Pay the domain, then cancel it, then put it to auction if you don't want it.

It doesn't hurt to email them to ask: "Hi, I purchased this by mistake. May I please be rid of this debt/cancel this product?"
