Since you dont want english, edit the code for en.php itself. Or for ru.php
Basically pick a language you dont need and make it chinese instead of figuring out how to convert it to chinese, specially if you want to USE the vanilla forum and not sell it.

Just in case, 1.5 times older phpBB code (3.0.x - 2010 I believe) works literally perfect if you can supply proper PHP version (5.3 or so).
In my experience, with an old forum: past a certain point, even if I used the old php version (5.4 was in that case if memory serves me), the available DB version installed on the shared hosting server could no longer support the forum's software so it started getting bugs until I updated it to a version that uses a newer PHP version.
So, past a certain point, the old software can get tricky to run (I'd have to use a VPS with older stuff installed on it).
