Exactly, there is a small cache that transparently keeps a copy of the most recently used data blocks.
This approach keeps the most frequent read and write access away from the actual hard drives, and thus saves the capacity for when it's unavoidable. However, as Advin mentioned, you won't see these speeds if you try to access "cold" files like a large backup that's no longer in the cache. In the end, it's still HDDs after all. And, no, that's not ZFS, but a Dell PERC H740P controller handling it.
