Would you consider India to have good connectivity to Sri Lanka? If so, the answer is yes, there are many shared hosting providers in India.

Singapore or Indian VPS / shared Hosting works... As latency would be below 100ms

Hey you can go with Indian or Singapore Servers. If you are looking for data to be hosted in Sri lanka itself you can go with the government provider

No they do not offer VPS or dedicated servers. However they offer colocation (per rack pricing)
