This happened to me on Sunday and I was planning to bide my time until I raised it with @VirMach to see what was going on... Then lo and behold, earlier today it got activated and provisioned and is now a shining star among this year's acquisitions!

You should be more concerned on:
The inevitable downtime quadruples your pain on the 4-IP system.
The forced migration causes the secondary IPs to disappear.
Spammed IP doesn't matter if you don't send mail directly.
That's the reason to worry. I "need" multiple IP's for matching rDNS, having clean IP's is somewhat of a benefit ;-)
Not to imply the other concerns are no worry... Are these things still ongoing? I'd have thought that had settled by now (blame me, I stopped following the moans-threads; perhaps I could ask some LLM for a TL;DR)

Not quite true, in all cases. All other aspects of your comment I do agree with, though I have been fortunate with downtime - except when it happened just after I had finally moved some live sites to one. (Sod's Law)
