There are quite a few options, the best would be a NAS/Microserver as they tend to be quiet and have fairly low power consumption. You can also reduce the noise and power consumption to an minimum by using the least amount of disks possible - here…

How much storage do you require? Also how cold is the storage? Maybe S3 Glacier could work for you or depending on the amount of storage I’m sure a provider would be able to do custom large storage deals.
