@backtogeek instead of banning all of them why not flag them ( = put their free token balance to zero) and force them to top-up?... They can have many accounts as long as they top-up. There is only so much VPN IPs available anyway.

@Neoon for some reason the smallest package on the Helsinki/Finnish server is 256MB of RAM instead of 64MB. Otherwise I have tested all the locations: it is so great!
