Ya, a report or contact button is needed unless you can isolate yourself from the imagehost. Also, have a gallery option, if not for the user, for yourself so you can review and edit/delete the photos at least once a day.

But as mentioned in our terms and conditions we do not allow illegal content

FYI, this can be done many ways, popular among them is a "session token" that is only generated on the "upload form" and is verified when form is submitted. More intrusive ways can be by using a captcha. Finally, you can use cloudflare to sniff out bots (like my site) and block them.

Just remember, it's not about blocking bots completely at the cost of affecting regular users.
It's just about making your image host less of a target among the large collection of image hosts.
Your image host should be more difficult to bot attack compared to the other image hosts. That's all you need.
