• Preferred locations: Florida, Texas, Arkansas, Indiana, Kansas, Oklahoma, North Dakota, Wyoming, Vermont (but anywhere in the USA is fine)
• CPU: minimum 4 cores
• RAM: minimum 4 GB
• Disk: minimum 80 GB SSD
• Traffic: minimum 20 TB (higher or unmetered preferred)
• Debian available

Budget: $7/month (can increase slightly for a good offer).

For $7 a month, 4 cores, 4GB RAM, 80GB SSD, and 20TB bandwidth is a lot to ask. Most $7 plans are more like 2-3GB RAM and 1-2TB bandwidth. Florida and Texas have some options, but most of the other states you listed are tough. You might want to lower your bandwidth needs or go up to $10-12.
