Need help for using Filezilla

I purchased a VPS with webmin control panel. I am little confused how should I create ftp accounts.I am checked with Filezilla with server root password but it's not working. Can anyone help me how to connect the server with FileZilla.

    (s)FTP often and rightly, has a block for root access. You should login with a user account.
    You don't use Filezilla to create the accounts; you use your webmin.
