Can people in Iran access ordinary VPNs outside the country? Do they know how to make sure that the authorities are not playing "man in the middle"?
Do VPN providers need to provide services in a non-standard way to bypass restrictions? Do you have to advertise your VPN services in secret, to avoid being blacklisted and blocked?

Wireguard has been great for me lately. Perhaps OpenVPN is more secure, but I wouldn't know the specifics.
