Most of the send speeds are over 1Gbps, so you clearly have been upgraded to 10Gbs or you'd be capped at 1Gbps. Perhaps the network was congested to where you were and the iperf servers when you tested.
But bear in mind, if you read the announcement post you'll see that the nodes are limited to 30Gbps shared across everyone. If everyone is hammering it doing yabs, it's likely that you'll not see 10Gbps per VPS.
