Looking for Low cost KVM VPS in EU/US West Coast

I am looking for a KVM VPS anywhere in the EU or the US West Coast which has better connectivity with Singapore. Initially, I am looking for 200GB of space and as much bandwidth @1 Gbps port.

1vCore
2GB RAM
200 GB SSD
1 IPv4 (good to have IPv6, but not mandatory)
40TB or more at 1 Gbps port
Budget: Low as much as possible but not more then $7.

My use cases will be Personal Wireguard VPN and my ISO library, which will be public.

One question: What happens once I cross my bandwidth limit? You will suspend the VPS, limit the port speed, or bill for the extra bandwidth?

Happy to limit the port speed, and keep the vps running. We don’t bill for overages
