Not right now past what's on the site. US locations are discounted for 4GB and larger but I will always see if I can do something for someone wanting something other than 1GB. Generally don't discount Europe or Asia since they're high expense.

SPanel doesn't support reselling, it's not possible.

I have, but I'll ask. Either way, I won't offer reseller hosting if they haven't implemented it fully into the web interface. It will be after the holidays probably until I know.

Once reseller options are properly supported, I will be offering it.
