Are there many non-shady use cases for residential IP proxies? Who defines which kind of IP class one IP or another is? Are legitimate uses of residential IP proxies covered by datacenter IP proxies?

Casual, normal navigation. Datacenter IPs get all kind of captchas and 403s because websites see them as malicious.

There is no warranty you’ll get a specific category one (ex. Residential) as nobody can guarantee it. Who does is not transparent.

IP2Location reports it as VPN, ipinfo.io reports "type:"hosting","
