Nokia selling ASN to French government

The article does not go too much into detail so it left me with more questions.

Is the ASN the ASN I think it is?
What is the benefit of buying and selling ASNs for that kind of money? I know some just want the privilege of owning a nice number, but the French government?

ASN in this case is Alcatel Submarine Networks, not Autonomous System Number.
ASN sells and services subsea cables.
