    I wonder if there's some explanation behind this, I think apt installation are working by downloading pkg from repository then writing them into the system storage. what i don't get is, why this slowness only affect apt (well, for now), but my wget / curl download capability along with transmission can gain 10MB/s easily

    Then disk performance is not the culprit. You need to ask Google to seek similar conditions.

    I've encountered a slow system update, which turned out to be a netplan problem, causing system freezes about 30 seconds. And the solution is simple, just remove netplan and config network with systemd-networkd.

    1. Install WireGuard on one of your UDP ports.
    2. Post the IP:port and public key in this thread.

    I will make a tunnel to your WireGuard server.
