Many hosting companies use "VDS" and "VPS" interchangeably for marketing since "VDS" just sounds fancier.
In theory, a VDS should have dedicated CPU cores, RAM, and possibly disk I/O, so your performance isn’t affected by others on the same node.
So if I have an 8-core, 32 GB RAM dedicated server, I could split it into 2x 4-core, 16 GB VDS instances, each with fully reserved resources.
However, nothing actually stops someone from splitting that same server into 8x 4-core, 16 GB "VDS" and selling them as "dedicated" either.
Unless you have access to the underlying hardware or know exactly who else is hosted on that node, a VDS is, for all practical purposes… still a KVM or Hyper-V VPS.
