The vmstat output shows cpu steal time of around ~25% (st column) Oops, sorry, the ~25% should be the cpu wait time (wa column), there's a slight shift in the column alignment of the vmstat output.

Maybe can try running strace/ltrace on the command (first time, second time), and see if there are any significant differences in the outputs.

IPv6 has not been working for my Dallas VPS since the apparent changes to their upstream. I have opened a ticket some time ago but no response. Just wondering if anyone else is having the same issue?

FWIW, my VPS with c1vhosting has an uptime of more than 2 months now. I mean, sure, the performance is nothing to shout about, but I feel that I am getting a decent service for the amount that I paid for.
