Raspberry pi with a RCA output adapter. If it's an old school tv it should have RCA inputs...and on the raspberry you can do whatever you need to refresh / whatever.

Just got myself a nice mac air. M5 w 24gb.
Old laptop is a decade old model so figured it’s time. Plus gonna be on my back thanks to surgery so about to need non-desktop
