Why would panel also only list my current, broken IP and not the new one if you think this is "likely related to the IP replacement"?

I can only support the comments of Jab of having issues for a week or so now, so if you've started messing around with the IPs, you've not kept to your own schedule. But that doesn't surprise me. Also by saying "no issues" and then "related to IP change" means that there could be issues related to actions done by you. No surprise though.

And putting in tickets? Have done that in the past and never received a response...

Why would it not be if provider gave back/sold/his lease ended that network range, but didn't bother to give us new IP - I guess if you don't ticket you won't get a new IP and he won't fix WHMCS. Why would you run a sql query to find services are affected - let the user PM - maybe most of them won't and I can sell more servers than I have IPs?

Maybe because providers buy and rent IPv4 addresses from one another. There is nothing to worry about.
