In my experience with NATVPS.net 256MB NAT KVM, Debian works but requires swap to run apt.
I agree that with some modifications it will run. I have a 222MB VirMach VM that runs fine.

Reduce the size of the initramfs
create /etc/initramfs-tools/conf.d/compress with the content
COMPRESS=xz
reduce it further with
sed -i s,MODULES=most,MODULES=dep,g /etc/initramfs-tools/initramfs.conf
update-initramfs -u

We have two rules: hostname and RTT.
Based on these rules, we are disallowed from buying anything.
Hostname limits: vps2 and vps7 are available, which needs to last until July.
RTT limits:
No servers within 30ms of existing servers.
This basically excludes the entire North America.
We have Eygelshoven and Tokyo from other providers too.
We did buy offer 1024 in New York (YABS published) that is only 11ms from Toronto, but only because we are running out of RAM in Toronto.
