It's like that on our end as well. I talked about it some time ago, it's something owned by WebPros, they stopped replying to tickets or maintaining it and I've been too busy to move everything off from it. Well it got progressively worse, but it's been on its last leg for the past half a year at this point.
You have to wait a really long time, and refresh it strategically and it'll show up, sometimes. I have to also do this every time I use it on admin side. That's just how it works now.
EDIT -- Someone already made a joke about how that sounds like us, just letting you know just in case someone's reading this and about to make that comment.

Obviously I was caught with my pants down on this one but that's because it's not anything going on from the IP address side, they seem fine. I have to check more thoroughly on our end, it just really seems like it has to be something going on with the router(s) and it makes sense since they've been having some other unrelated network issues and potentially are doing some maintenance over the last week or two? I think maybe adding another ISP which would make some sense if this ended up being excluded on accident. This is just speculation, I'll have some more solid information on it in a bit.
I could have sworn our monitoring said they were up though since I've been staring at TYOC040. I don't know (maybe it still had some routes and didn't meet our threshold?)

Okay so what looks like happened at this point is that the people leasing it to us (through IPXO) may have removed RPKI and then added it back after they realized they made a mistake? Which kind of makes a little more sense since I just noticed the owner of these blocks is actually Psychz, I wouldn't be shocked if they did that, but to be fair to them we don't know who actually clicked the button.
What this likely means is we just have to wait for it to be picked up again. I'm just confirming that our provider didn't drop the announcements and then I'll monitor it to make sure it picks back up and then probably follow up to see what actually happened but I doubt anyone will actually update us.
From what I remember Tokyo had a much lower rate of idlers, more people actually use abuse their servers there. So can't oversell as much generate more issues = higher price.
